2017 Policy Address HKSAR

The Chief Executive, Mr C Y Leung, delivered his annual Policy Address today.

Areas of interest to the business community include: 

- Explore further expansion and enhancement of CEPA 
- Invite TDC to help strengthen promotion of financial services sector 
- Strengthen HK's role as an RMB hub riding on Belt and Road Initiative 
- Support professional services to access Belt and Road markets 
- Start preparations to establish five new HK Economic and Trade Offices in India, Mexico, Russia, South Africa and UAE; and, open four more liaison offices in the Mainland in Tianjin, Zhejiang, Guangxi and Shaanxi (taking total to 11). 
- Plan to build Data Technology Hub and Advanced Manufacturing Centre in Tseung Kwan O 
- Set aside $500m for first phase of Harbourfront development 
- Earmark $500m for energy saving projects in over 200 Government buildings 
- Progressively abolish the MPF offsetting mechanism 
- Finance construction of Chinese Medicine Hospital in Tseung Kwan O 
- Propose comprehensive development of Wan Chai Sports Ground for convention, exhibition, recreation, sport and community facilities   

On housing and land matters, the Chief Executive projected: 

- 94,000 first-hand residential properties in next 3-4 years 
- 94,500 public housing and and subsided housing units in next 5 years 
- Over 8.6 million square metres of industrial and commercial floor area and 220,000 residential units in New Development Areas and new town extensions in medium- to long-term 
- Lantau development blueprint to be published in first half of 2017
